Dr. Kyung-Shick Choi

Director of Cybercrime Investigation & Cybersecurity (CIC)

Dr. Choi is a Professor of the Practice and Graduate Program Director of Boston University’s Cybercrime Investigation & Cybersecurity (CIC) programs, where he leads education, research, and training initiatives in digital forensics, cybercrime investigation, and cybersecurity policy.

An advocate for interdisciplinary collaboration, Dr. Choi fosters partnerships between criminology and technology disciplines to develop effective strategies for cybercrime prevention and response. Through the CIC, he offers specialized training programs and research workshops for law enforcement professionals and global practitioners.

Dr. Choi is also the founder of the International White Hat Conference, a global initiative uniting academia, government, and industry leaders to advance ethical cybersecurity practices and international cooperation against cybercrime. The conference has grown into a flagship forum promoting innovation, knowledge exchange, and global dialogue on emerging digital threats.

Dr. Choi has an extensive record of designing and delivering law-enforcement training in computer forensics, child exploitation, and cybercrime investigation. He founded the Cybercrime Division of the American Society of Criminology (ASC) and facilitated the Korean Institute of Criminology’s global project, the Virtual Forum Against Cybercrime (VFAC), in cooperation with the United Nations. He has lectured at INTERPOL, AMERIPOL, and Spain’s ENISE conferences, and testified before the Massachusetts Statehouse in support of cybersecurity legislation (Bill No. H2814).

As the founding Editor-in-Chief of the International Journal of Cybersecurity Intelligence & Cybercrime (IJCIC), Dr. Choi continues to advance scholarship in the field. His research focuses on the intersection of human behavior, technology, and criminal justice responses to cybercrime. In 2008, he introduced the Cyber-Routine Activities Theory (Cyber-RAT), now recognized as a foundational framework in computer-crime victimization research.

Dr. Choi’s scholarship has appeared in numerous peer-reviewed journals and books, including Cybercriminology (2023, Korean edition), Digital Forensics and Cyber Investigation (2022), The Foundations of Statistics in Criminology and Criminal Justice (2020), Cibercriminología (2017, Spanish edition), Cybercriminology and Digital Investigation (2015), and Risk Factors in Computer Crime (2010). He has led multiple federally funded projects with the National Institute of Justice (NIJ), the Office of Juvenile Justice and Delinquency Prevention (OJJDP), and the Bureau of Justice Assistance (BJA) to strengthen national capacity in cybercrime investigation and digital forensics.
